• added a DCO GitHub Actions workflow
• added GOVERNANCE.md
• added NOTICE
• linked governance and DCO policy from contributor-facing docs
• updated licensing docs to reflect that DCO is now enforced, not only recommended

Why It Matters

MindStore now has a more credible legal/contributor surface:

• contribution-origin policy is enforced in CI
• maintainership and policy authority are documented
• code-license and trademark surfaces are separated more clearly

What This Enables

• cleaner contributor expectations
• better preparation for future licensing changes
• less ambiguity as codex and frain converge toward one project line
